When using a double roller timing set, is the use of a different harmonic balancer required? Mine goes on smooth but stops about 1/4 inch too short so the pulleys wouldn't line up.

It uses the same balancer. It's possible you're hangin up on the keyway. Make sure hte woodruff key is in all the way and level.
