He posted quite a bit on TGO after he built that, although I don't know if he still does. It's a pretty ingenious build actually, I love the dual intercoolers below the battery trays.

I would call them intercoolers, they are more of "heat sinks". That is a horrible placement for them, as they will not get any pressure drop across the core. He would be MUCH better serverd with a front mount intercooler. Without some really sophesticated hood vents, and ducting to and from the intercoolers, they won't do much.

I think his fab skills are great, and it looks like he did a great job, he just needs to read a few books on fluid dynamics and aero dynamics in cars.

On the front cover of the most recent Super Chevy, there is a Banks twin turbo small block. Their manifolds look very similar to that Iroc's.

Is that due to how far forward he tipped them, or is it just the small size in general?

its placement, they are not getting good airflow through the intercooler, they are just sitting there. The need to be somewhere where the air can enter and exit nicely so the core gets a lot of flow.

Just thing about how badly your radiator performs when it is just sitting, with no airflow from a fan or your car moving. It is the exact same thing with intercoolers.

Its pretty good, I have that, I have a couple of others also, I can't remember the authors though. Its good to know how it all works if you are going turbo, but when it comes to picking turbo's and parts and stuff, you can always just call the turbo experts and have them help pick that stuff.
