still having starting problems.

Ok if u read my earlier post. i tried starting my car again and a bunch of smoke came out of the carb through the back two butter fly flaps (dunno technical names). then i realized the front two dont move no matter what, nothing witht he throttle cable. So would the reason my cars not starting is the carbs bad?
