I've got a fairly new garrett variable vane turbo from a 7.3 powerstroke. Can this be used for anything decent? If not I think I'm making a turbo jet out of it.

Is it the PowerMax VGT Garrett? If so that's like a $1500 piece new. I'd turn it around and buy something sized appropriately.

Take it apart and clean the veins. Then sell it.

You mean a 6.0? I don't think I have ever came across a 7.3 that ran a variable vein. If so those are easy to clean.

Checked the part # and yes it was a 6.0 I thought it was the last year 7.3, but looks like it was an early 6.0 instead.

Yeah, clean it and sell it. Disclose the sticking and cleaning, but it should be 100% OK for somebody to use after that. If you want to make a turbojet, buy an old cheap $50 turbo on craigslist instead.
